What does a 'poor' bridge rating mean?
FHWA classifies a bridge as poor when its deck, superstructure, substructure, or culvert is rated 4 or lower on the 0-9 inspection scale. It means advanced deterioration needing repair, not that the bridge is unsafe to cross; bridges judged unsafe are closed or load-restricted by their owners.
Is 'structurally deficient' the same as 'poor'?
Essentially yes. 'Structurally deficient' is the older federal term; FHWA's current performance reporting classifies the same bridges as being in poor condition. News reports still use both terms for the same underlying ratings.
